Technical Memorandums

The technical memorandums below have been prepared for the Southwest Michigan Planning Commission and other community stakeholders as an initial component for conducting the Berrien Countywide Transit Feasibility Study.  As an interim work product for the study, it should be considered draft working material, to which corrections and additions will be made.

Technical Memorandum 1

Evaluation of Current OperationsSpecific areas relevant to the feasibility of consolidating transit services in Berrien County are discussed, and issues identified through the evaluation to this point in the project are highlighted. Data included in this technical memorandum will be updated with more current information as the study progresses.


Technical Memorandum 2

Evaluation of Proposed Options: This memorandum reviews and discusses the range of alternatives, from improved coordination through to a countywide system operated by one entity.


Technical Memorandum 3

Preliminary Financing Plan for a Countywide Transit System: This preliminary financial plan begins with a review of the various revenue sources. The review provides information on current conditions and discusses considerations related to a countywide transit system, including those related to local millage support for countywide transit services. 


Technical Memorandum 4

Considerations for Establishment of a Berrien County Transit Authority: This technical memorandum discusses the issues and factors related to such a structure, a proposed Berrien County Transit Authority.  Much of this document relates to the governance implications of establishing an authority, an area that will need the most attention initially.
